The European Foundation for the Improvement of Living and Working conditions in Dublin, has issued a rather exhaustive study comparing the FP situation from 2 differents poins of view : as seen by the enterprises, and as seen by the employees. Quite a contribution !

Benchmarking Financial Participation of Employees in the EU 27
Bol (Croatia) May 23/24/25.

This meeting, the second of this project, was included in the 7th International Conference “Enterprise in Transition”. The project, led by the Free University Berlin, supported by the Kelso Institute and with the IAFP as a partner has been granted a financial assistance by the EU Commission.
During these three days, the scope of the report was designed, the necessary workshops organized, and we presented a short paper : “Financial participation and transparency”.The main event of this project will be an International Conference in Berlin the 25th of October.

Please find, hereafter, with a brief comment, the list of these meetings since January 2007:

- January 16th: Open Hearing by the Committee of European Securities Regulators (“CESR”) in Paris, concerning the “Prospectus” Directive. Fiona Downes(IfsProshare), Alexy Armitage) and JMC attended this meeting, chaired by M. Gérard Rameix (General Manager of AMF, the French Securities Regulator): it was a final Q&A meeting, and a lot of companies pointed out the drawbacks of the present wording of this Directive. One of the issues comes from the distinction between the so-called “organized markets” and the others (in fact the European ones). The question was put to G. Rameix on the possibility that the “merger” between the NYSE and Euronext could solve partly (for the companies listed on the NYSE) the problem, as far as the NYSE could now be considered as agreeable by the EU.

- January18th: the kick off meeting of the TOBEQU 2 project in Lubiana. TOBEQU 2 is a Project supported by the European Commission, and managed by ZDS, the Association of Employers of Slovenia. At this meeting, chaired by Grit Ackermann, representative of ZDS, there were two representatives of IAFP: GT (IPSA) and JMC. The purpose of this meeting was to define the schedule and the agendas of the necessary seminars to be held in Hungary, Bulgaria, and Latvia to carry out the project.

- February 12th: meeting in London between TNS-SOFRES, a service provider, and the involved members of IAFP in the project dealing with the detailed costs of FP that IAFP is presently considering, and which could hopefully lead to a new grant from the European Commission.

- February 22nd & 23rd: AGP, the German member of IAFP invited our Secretary General to a meeting in Nonnweiler (Saarland), with some 50 members of AGP, some representatives of the Unions and besides the Saarland Minister of Finance, some other representatives of the German Authorities. Cees Vos (NPI’s representative in the IAFP) was also invited, as well as Fiona Downes (IfsProshare) who could unfortunately not attend this meeting, the purpose of which was to present the Financial Participation in France, in the UK, and in the Netherlands. It seemed that there was a beginning of a consensus on the possibility to renew the social dialogue in Germany, the co-management traditional practice, being no longer sufficient to ensure the fidelity of the workers to their employers. This feeling is in line with the recent statement issued by the German Government on the concept of Financial Participation.

- March 2nd & 3rd: GT and JMC were invited, for the second time, by SIMA (the Portuguese Association of the metal industry), to take part in SEEDS 2, a new Seminar, with the financial support of the European Commission, to present what was going on in France and in Ireland regarding the workers mobility. This subject is not directly linked to Financial Participation, which remains a non-priority issue in Portugal.

- March 7th: the IAFP’s Secretary General was invited in London by IPA (Industrial Participation Association UK, a founding member of the IAFP), for a conference dealing with: “High Performance Working: Why are Trade Unions vital & how can they Benefit “? The topic was very interesting, because it made obvious that Unions are now conscious of the necessary improvement in training every body, especially the workers.

- March 8th: JMC attended a meeting organized by “Confrontations Europe” on Solvency 2: it refers to a new Directive dealing with the risks incurred by any kind of customers faced to the possible insolvency of Insurance Companies. This topic is directly linked with the prudential rules to be followed by the Assets Managers of Pension Schemes (or equivalent) in any European Country.

- March 27th: Presentation, in Brussels, of a new book edited by Mazars, dealing with: “Corporate Accountability and Trust-regulation and beyond”. This event was particularly interesting because of its participants: Charlie McCreevy, Nicole Notat, and David Devlin, inter allia.

- March 31st to April 3rd: in Sofia, GT and JMC presented the main features of the various aspects of Financial Participation in Ireland and in France to the representatives of the Bulgarian Employers and Employees. The presentation was part of the TOBEQU 2 project.

- April 23rd & 34th: seminar of “Europe et Société” in Paris, with the following topic: “Social dialogue and industrial restructuring”. As usual, this two days meeting was very interesting, because of the presentation of many experiences and view points.

- April 24th: GT attended a TOBEQU 2 seminar in Hungary, and presented the Irish models of Financial Participation.

- April 25th: Breakfast organized in Paris by AFPEN (a French Association dealing with the pension issues), on the retirement regimes in the USA, the crisis they are facing, including especially the 401 (k) plans.

Model plan and implementation

A new 2006 IAFP Project

A prospective major IAFP project, involving - at least in part - the costs of implementing and running international employee financial participation schemes,has been presented informally to relevant members of the DG Employement and Social Affairs of the EU Commission, in order to gauge their opinion. Our proposal has raised interest, at the Commission, some of whose members view this project as a new approach in terms of Financial Participation. As a result, the IAFP is currently taking the necessary steps to submit a grant application to the Commission
